184 Mr. Deasy asked the Minister for Agriculture and Food the reason for the delay in payment of the 1990 and 1991 suckler cow premium to a person (details supplied) in County Waterford; and when payment will issue.

Payments under the 1990 and 1991 suckler cow schemes for small-scale milk producers to the person named are being processed at present and if found in order will issue shortly.

There is no particular delay in payment of 1991 suckler cow grants. Payments under the 1990 scheme were delayed because the EC regulation governing the suckler cow scheme for small-scale milk producers was not published in time to allow applications to be accepted at the normal time of May/June.

185 Mr. Carey asked the Minister for Agriculture and Food if he has reviewed the regulations concerning payments for (1) cattle headage and (2) beef premium with a view to paying those who have made innocent errors in view of the great hardship being experienced by these families.

199 Mr. G. Reynolds asked the Minister for Agriculture and Food the reason for the long delay in processing cattle headage payments; and if he will make a statement on the matter.

I propose taking Questions Nos. 185 and 199 together

In order to expedite the payment of grants and ensure that no undue delays will occur in future, my predecessor set up a task force in the Department to review the factors adversely affecting payments under the cattle headage and EC premium schemes including the extra workloads arising from the extension of the disadvantaged areas and the difficulties in administering the special beef premium regulations. As regards payment of outstanding claims, I am confident that almost all payments due under the various 1991 schemes will be completed by next month.

This application has already been paid his 1991 cattle headage and suckler cow schemes grants.

187 Mr. Carey asked the Minister for Agriculture and Food when a person (details supplied) in County Clare will be paid his headage grant; and when the file was passed from the Ennis office of his Department.

This applicant's 1991 suckler cow and special beef premium schemes grants are being processed and if found in order will be paid in due course. He has been requested to submit documentary evidence of lands rented by him and when he does so the question of the payment of grants to him under the 1991 cattle headage and sheep headage schemes will be considered further.

188 Mr. Carey asked the Minister for Agriculture and Food when a farm development grant will be paid to a person (details supplied) in County Clare; and when the file was passed from the Ennis office of his Department.

This grant was paid on the 21 January 1992.

The file in the case was passed from the local office for processing in mid-December.
