Written Answers. - Civil Service Staff Training.

349 Mr. G. Mitchell asked the Minister for Labour if he will outline, in respect of his Department and of any Civil Service office under his aegis, (1) the number and grades of the full-time staff engaged in the staff training unit, (2) the nature, number and duration of the training courses given during 1991, (3) the grades catered for on these courses and the numbers in each grade who attended, (4) if he has any plans in relation to the development of the training unit, (5) the number of those who attended courses at the Civil Service Training Centre in each of the years 1989 to 1991 and (6) the number of staff who are paid a refund of, (a) full fees and (b) part fees in respect of attendance at educational courses leading to the award of degrees, certificates and other qualification; and if, in the case of (b) above he will further outline the percentage of the fee which is refunded and the way in which that percentage was determined.

(1) There is one training officer (higher executive officer), one staff officer and one clerical assistant engaged on training duties in the staffing and staff development unit of my Department. In addition to training, the duties of the unit include dealing with career break and job-sharing schemes, the staff appraisal and development scheme, fee refunds, equal opportunities, language training and promotion competitions. (2) The Department held four in-house induction and refresher training courses for clerical staff and 15 IT courses for staff of all grades in 1991. Seven 1½ hour information seminars for staff of all grades on subjects of relevance to the Department were also arranged by the unit. (3) 21 clerical officers and 22 clerical assistants attended the induction/refresher courses of three to four days duration. Average attendance by the various grades at three half day IT training courses was as follows: three principals, three assistant Principals, five higher executive officers, seven executive officers, two staff officers, eight clerical officers and eight clerical assistants.

Average attendance by the various grades at the seven in-house seminars was as follows: one principal, five assistant principals, seven higher executive officers, eleven executive officers, two staff officers, five clerical officers and five clerical assistants. (4) The work of the training unit is revised annually by management having regard to changing needs. This year the Department is participating in a pilot study on training needs analysis which is being undertaken for the Department of Finance, Civil Service Training Centre by the Institute of Public Administration. (5) The following number of staff attended courses in the Civil Service Training Centre: 81 in 1989, 23 in 1990 and 54 in 1991. (6) 32 officers were refunded full fees in respect of degree, certificate and other qualification courses in 1991. No officers were refunded part fees in respect of courses undertaken.
