Ceist:134 Mr. Connaughton asked the Minister for Energy if he will extend the benefits of the increased forestry grants to land owners who planted trees following receipt of approval to do so during the months of October, November and December 1991; if his attention has been drawn to the fact that there is a small but significant number of people in this category; and if he can justify penalising such people.
