Written Answers. - Energy Policy.

Ceist:

97 Mr. Durkan asked the Minister for Energy the current position regarding energy requirements and his policy on, (a) peat generated electricity, (b) extension of natural gas facilities and (c) the most efficient use of natural resources on a cost-benefit basis; and if he will make a statement on the matter.

Our current primary energy requirements are broken down approximately as follows: oil 47 per cent, coal 22 per cent, gas 15 per cent, peat 15 per cent and hydro 1 per cent. The following is my policy under the headings specified by the Deputy: (a) Peat is one of Ireland's few indigenous sources of energy and forms an important element of the national energy mix, reducing our dependence on imported fuels and adding to fuel diversity. I am conscious that at current energy prices, the price of milled peat for electricity generation is higher than comparative costs for other fuels. Bord na Móna are in the process of implementing a major restructuring programme with a view to improving efficiency and reducing their debt burden. Achievement of increased profitability should, over time, provide a basis for reducing the cost penalty associated with generating electricity from peat. (b) Extensions of the gas grid are primarily a matter for Bord Gáis Éireann to decide in the light of their statutory obligation to earn a satisfactory return on capital employed. My policy is to facilitate and encourage the board in that regard. (c) The use of natural resources in the energy sector is kept under ongoing review with the aim of improving efficiency and cost competitiveness.
