384 Mr. Ferris asked the Minister for Agriculture and Food when payment of a beef scheme grant will be made to a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

This person's application for grants under the 1991 special beef premium scheme is being processed and if found in order payment will issue shortly.

This applicant has already been paid his 1991 suckler cow premium.

387 Mrs. Taylor-Quinn asked the Minister for Agriculture and Food if he will issue the outstanding payment of two suckler grants to a person (details supplied) in County Clare.

The person named has already been paid grants for all animals applied for under the 1990 suckler cow premium scheme for small scale milk producers. He has also been paid all grants due on beef cows under the 1990 cattle headage scheme. His application for grants under the 1991 suckler cow premium scheme for small scale milk producers is being processed at present and if found in order payment will issue shortly. Payment under the 1991 cattle headage scheme has already issued.

The person named failed to notify my Department within ten days of the event of the death of an animal applied for under the 1991 special beef premium scheme. Under EC Regulations payment on the remaining eligible animals in such cases may only be made at 80 per cent of the normal rate.

If the application of the person named is found to be otherwise in order payment at the reduced rate of 80 per cent will be made shortly.

393 Mrs. Taylor-Quinn asked the Minister for Agriculture and Food if he will issue payment of a beef premium for 1990 to a person (details supplied) in County Clare.

The person named applied for grants on 24 animals under the 1990 special beef premium scheme. At inspection it was found that two of these were ineligible females and that a further two were missing from his herd.

A decision cannot be made on his 1990 application until an explanation for the absence of the two animals is furnished.

Payment of this grant cannot be considered until the applicant submits an up to date tax clearance certificate for the contractor employed.

Ceist:

397 Mr. Carey asked the Minister for Agriculture and Food when a person (details supplied) in County Clare will be paid his farm development grant; and when the file was passed from the Ennis office of his Department.

This grant was forwarded from the local office for processing last week and will be paid as soon as possible.

Bernard J. Durkan

Ceist:

398 Mr. Durkan asked the Minister for Agriculture and Food if he will outline the position with regard to the payment of a beef premium to a person (details supplied) in County Kildare; and if he will make a statement on the matter.

The person named applied for special beef premium scheme grants on 33 animals. He presented the cattle identity cards for 27 eligible animals to the district livestock office of my Department and later indicated that the other six had already had their ears punched under the scheme. As he applied for premium on animals whose ears had already been punched I regret that under EC regulations he cannot be paid any premium for 1991 and must be debarred from the scheme for 12 months from 18 November 1991.
