O'Keeffe asked the Minister for the Environment if he will clarify the position in relation to insurance discs which fade and become illegible; whether this is a legitimate reason for a driving test to be refused to an applicant even when a certificate of insurance is available and produced; and if he will review the whole position in relation to insurance discs, and in particular the design and layout of same.
