262 Mr. Gilmore asked the Minister for Foreign Affairs if he has received the Amnesty International report on the use of torture on detainees by the security forces in India; if he has made any representations to the Indian authorities about the report; and if he will make a statement on the matter.

The recent Amnesty International report on India raises questions which deserves serious attention and scrutiny. It has been discussed in the framework of European Political Co-operation. The Community will continue, as necessary, to raise human rights concerns with the Indian authorities and to encourage India towards greater openness and access for international organisations, such as Amnesty International. The report has also been the subject of discussions between the Department of Foreign Affairs and the Indian authorities.
