Ceist:

26 Mr. Yates asked the Minister for the Marine if he will clarify the situation in relation to the proposed funding of the new developments at Dún Laoghaire Port, in view of the recent announcement in principle to proceed with the development, and the proportion of the funding which will be committed by the Exchequer to the overall project.

Following my presentation to Government of the Development Plan for Dún Laoghaire Harbour, prepared by the Interim Dún Laoghaire Harbour Board, I have approved in principle the main outline of the Plan including its proposals for the development of the ferry terminal and I have authorised the Board to progress its plan to the next stage as follows:

— devise, schedule and proceed with the necessary site investigation work required by the outline plan;

— proceed with the preparation and updating of the necessary cost analyses and other studies needed to justify the proposed expenditure set out in the plan;

— establish detailed funding requirements for the plan and investigate and develop as far as practicable the possible sources and costs of such funding.

I am confident that these investigations can commence this year. The key to funding the Development Plan centres on achieving co-operation between the Harbour Authority, harbour users, the private sector and European Community funding which I believe will prove a lasting and successful partnership. The extent of the Exchequer contribution to the project will be determined following completion of the investigations mentioned. I have recently invited tenders for the construction of important preliminary infrastructural work in the harbour — the installation of a new £400,000 sewerage scheme. The project is to be advanced with the aid of valuable EC funding supporting a financial package based on the harbour's own resources and contributions from users of the facilities.
