I propose to circulate with the Official Report a list of the persons appointed during the period in question to the Custom House Docks Development Authority, An Bord Pleanála, Housing Finance Agency plc., An Comhairle Leabharlanna, Fire Services Council and the Building Regulations Advisory Body.
Copies of the Guidelines for State Bodies, as approved by the Government, were forwarded to all bodies under the aegis of my Department in March last. Some of those bodies were already operating a system of declarations of interest. All bodies, including those to which I have very recently made appointments, will now conform to the guidelines which require a much wider disclosure of interest than is required under the Companies Acts. This additional information is not made available for public inspection.
The guildelines make it clear that State bodies which are plcs are subject to the Companies Acts in the normal way and also confirm that State companies established by statute only should voluntarily conform to the requirements of the Companies Acts until their legislation can be changed.
Members of the board of An Bord Pleanála are statutorily required to make declarations containing particulars of specific interests in relation to land. These declarations are available for public inspection.
