92 Mr. J. Bruton asked the Minister for Finance if he will confirm who printed the Government material for the Maastricht Treaty campaign; and if he will outline the public tendering process undergone for selection of the printer.
The Government material for the Maastricht Treaty campaign, as processed through the Government Supplies Agency, was printed by Cahill Printers Ltd., Dublin.
The public tendering procedures employed were as follows:
1. White Paper, Treaty on European Union
This contract was placed directly with Cahill Printers Ltd. who hold the contract for Oireachtas printing and carry out other confidential printing for the State. Having regard to the confidential nature of the document, and the timescale for delivery specified by the sponsoring Department, Cahill Printers were considered the most appropriate and suitable printer for this job.
2. Short Guide to the Maastricht Treaty
This contract was placed with Cahill Printers following restricted tendering procedures employed to meet the sponsoring Department's requirements. Six suitable firms were invited to quote; three quotations were received, of which Cahills was the lowest.
3. Four Explanatory Leaflects
This contract was placed directly with Cahill Printers Ltd., due to the short timescale involved which necessitated the printer engaging in night-time and weekend work. Cahill Printers were considered the most suitable printer to meet these requirements.
