Order of Business.

It is proposed to take Nos. 2, 3, 13, 14, 9, 24, 7, 25 and 4. It is further proposed, notwithstanding anything in Standing Orders, that: (1) business shall be interrupted at 6.30 p.m. today; (2) Nos. 2, 3, 13, 14 and 9 shall be decided without debate; (3) the proceedings of Second and Remaining Stages of No. 24, if not previously concluded shall be brought to a conclusion at 12 noon by one question which shall be put from the Chair and which shall, in relation to amendments, include only amendments set down or accepted by the Minister for Finance; (4) Second Stage of No. 7 shall be taken today and the proceedings thereon and on the Remaining Stages, if not previously concluded shall be brought to a conclusion at 1 p.m. by one question which shall be put from the Chair and which shall, in relation to amendments include only amendments set down or accepted by the Minister for the Marine. The speech of the Minister and of the main spokespersons for the Fine Gael, Labour and Democratic Left Parties and Deputy Garland shall not exceed ten minutes in each case; (5) the proceedings on Committee and Remaining Stages of No. 25, if not previously concluded, shall be brought to a conclusion at 5.45 p.m. by one question which shall be put from the Chair and which shall, in relation to amendments, include only amendments set down or accepted by the Minister for Health; (6) in the case of No. 4, the Seanad amendments shall be moved and debated together and decided by one question which shall be put from the Chair not later than 6.30 p.m. and which shall, in relation to amendments thereto, include only amendments set down or accepted by the Minister for the Environment and (7) the Dáil shall meet tomorrow at 10.30 a.m. and shall adjourn not later than 4.30 p.m.

Is the proposal that business be interrupted at 6.30 p.m. today satisfactory and agreed? Agreed. Is it agreed that Nos. 2, 3, 13, 14 and 9 shall be decided without debate?

We are proposing to put the Solicitors' Bill into Special Committee. Can we have a clear and unequivocal assurance from the Government that there will be adequate reporting staff from the reporting section of the House available to record the proceedings of that Bill on Committee Stage and that we will have the proceedings printed in the normal course? We still have not got the proceedings of the Finance Committee.

I recall this question having been asked of the Taoiseach and the Taoiseach gave assurances to the House.

This should not lead to argument.

There is no argument the Tánaiste's recollection was accurate but unfortunately delivery has not been received. I am still pressing for delivery and will continue to press for it.

I take it that items Nos. 2, 3, 13, 14 and 9 to be taken without debate is agreed? Agreed. Are the proposals for dealing with No. 24 satisfactory?

No, they are not satisfactory. Far too little time has been allowed for Committee and Remaining Stages discussion on this Bill. We will not agree to concluding it by 5.45 p.m.

I think the Deputy is talking about the wrong Bill.

I am talking about item No. 25.

The Deputy may be in error.

The proposals for dealing with item No. 24 are agreed.

I take it that the proposals for dealing with No. 24 are satisfactory and agreed? Is the proposal for dealing with item No. 27 satisfactory and agreed?

I understand that agreement has been reached between the Minister and our spokesperson on this. However, I am not satisfied because it involved——

(Interruptions.)

It is not just Ballybunion. It involves three Departments, the Department of the Marine, the Department of the Environment and the Department of Tourism, Transport and Communications. The issue is extremely complex and the time provided is much too short. However, we will not press the matter to a vote.

I take it then that the proposals for dealing with item No. 7 are agreed. I now must ask whether the proposal for dealing with item No. 25 are agreed to.

No; as I said, Fine Gael do not agree. We regard the timescale proposed as much too short. The whole matter has been rushed.

Is the issue being pressed?
