Ceist:442 Mr. J. Higgins asked the Minister for Labour if he will give details of the legislation for which he is responsible enacted by the Oireachtas which has not yet gone into effect; and if he will make a statement on the matter.

Part 2 of the Dangerous Substances Act, 1972, which deals with the control, manufacture, storage and transport of explosive substances, has not been brought into effect. Matters relating to such substances are dealt with under the Explosives Act, 1875.
Also, section 9 of the Industrial Relations Act, 1969, which provides for the appointment of members of the Labour Court to arbitration boards in the public service, has not been implemented. An arrangement introduced in 1976 as an alternative to implementing section 9 continues to apply whereby Labour Court members serve on Conciliation and Arbitration Boards when requested to do so.
