The current pay scales for the staff of Government Departments, other than industrial staff, are shown, Department by Department, in the State Directory, 1992, a copy of which is available in the Oireachtas Library. Industrial workers are employed in Departments mainly in the grades of Craftsperson and General Operative. Details of the pay scales for those grades are attached.
The general position regarding projected pay increases for public service employees is set out in my statement on public service pay to public service unions on 17 January 1992. The following increases would be involved:
1 December 1992: Full general increase of 3 per cent provided for in the Programme for Economic and Social Progress Pay Agreement, in lieu of the upper limit of £5 per week applied with effect from 1 January 1992, together with the balance of special increases payable to certain groups.
1 January 1993: General increase of 3.75 per cent provided for in the Pay Agreement subject to a minimum of £5.75 per week and a maximum of £6.50 per week together with retrospection to original dates on special increases for certain groups.
1 December 1993: Full general increase of 3.75 per cent provided for in the Pay Agreement in lieu of the upper limit of £6.50 per week applicable with effect from 1 January 1993.
The special increases referred to are those applicable to certain categories under the provisions of Clause 3.4 of the Pay Agreement associated with the Programme for National Recovery. Examples of the full amount of increases involved are as follows:
