52 Mr. J. O'Keeffe asked the Minister for the Environment whether he will organise a safety campaign with a view to encouraging children on bicycles to wear safety helmets and children in cars to travel other than in the front passenger seat.

The National Safety Council, which operates under the aegis of my Department, has responsibility for road safety promotion and affords a high priority to the safety of children. It has a special brochure advocating, and advising on, the use of helmets by cyclists.

The new edition of the Rules of the Road, published earlier this year, sets out the legal position on children in cars and advises as to best practice in that regard.
