Written Answers. - Vocational Training Opportunity Scheme.

89 Mr. Kavanagh asked the Minister for Education the reason the Vocational Training Opportunities Scheme, as currently constituted, does not permit participation by the disabled, lone parents and widows; the purposes of the scheme; and if he will make a statement on the matter.

The link between unemployment and low levels of education and training has been firmly established.

The Vocational Training Opportunities Scheme was developed in this context and was designed specifically for the long term unemployed. It was on this basis that it was presented and approved for support under the European Social Fund.

It would not be possible, therefore, to extend this particular scheme at present to those mentioned by the Deputy.

I am very conscious of the need for appropriate education and training for the people concerned. The question of providing educational and training opportunities, similar to those provided under the VTOS, for lone parents and other groups is being considered by my Department in consultation with the Department of Social Welfare. There will be consultations also with the Departments of Labour and Health.
