My Department has been considering the implications of establishing a panel of supply teachers for national schools. It is not clear that such an arrangement would be more beneficial from the point of view of cost, efficiency and effectiveness. In the Green Paper, the possibility of provisions for substitution becoming part of the discretionary school budget provision is raised. This will be discussed with the concerned interests in the context of future arrangements for school funding arising out of proposals in the Green Paper.
