Ceist:

197 Mr. Bell asked the Minister for Defence if, with reference to the appointment of officers of An Fórsa Cosanta Áitiúil to a position which involves a promotion, the system of promotion on the basis of seniority, where the senior officer is deemed to be suitable to fill such an appointment has been abolished; if the previous system of seniority has been altered; if so, if he will give details of the new system which replaced it and the safeguards there are to ensure fair play when making such appointments.

198 Mr. Bell asked the Minister for Defence if there are any circumstances under which an officer, appointed to be a Company Commander of An Fórsa Cosanta Áitiúil, will not be promoted to the rank of Commandant.

I propose to take Questions Nos. 197 and 198 together.

There has been no change in the system of promotion of officers of An Fórsa Cosanta Áitiúil for many years.

An officer in the rank of Captain holding the appointment of Company Commander may be promoted to the rank of Commandant provided he satisfies the criteria laid down in relation to such factors as period in present rank and attendance at annual training.
