Michael Finucane

Ceist:

240 Mr. Finucane asked the Minister for Agriculture, Food and Forestry when a suckler cow grant will be paid to a person (details supplied) in County Limerick.

The application of the person named for grants under the 1992 suckler cow premium scheme is being processed at present and if found in order payment will be made shortly.

241 Mr. Finucane asked the Minister for Agriculture, Food and Forestry when the balance of a beef premium will be paid to a person (details supplied) in County Limerick; and if he will make a statement on the matter.

The person named applied for 1992 special beef premium scheme grants on 30 animals. However, one of the animals applied for was not present at inspection and the applicant is being asked to account for this animal. When he does, his eligibility for grants will be considered further.

There is no balance of any previous years special beef premium scheme grants due to the person named.

245 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry the position regarding payment of cattle headage and suckler grants to a person (details supplied) in County Mayo; and when payment will be made.

The person named is not the registered owner of the herd number quoted.

The registered herdowner did, however, apply for grants under the 1992 cattle headage and suckler cow premium schemes. They are being processed at present and if found in order payments will issue shortly.

246 Mr. Flanagan asked the Minister for Agriculture, Food and Forestry when a suckler cow grant will be paid to a person (details supplied) in County Laois.

This applicant has been paid his 1992 suckler cow premium and beef cow and equines headage schemes grants already.

Frank Crowley

Ceist:

247 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when the balance of an equine headage grant will be paid to a person (details supplied) in County Cork.

The person named has been paid the entire equine headage grant due to him. His grant was restricted under the condition of the headage schemes which limit the amount that can be paid on each forage acre devoted to grazing beef cows, sheep, goats and equines to £36.27 per acre.

251 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when a cattle headage grant will be paid to a person (details supplied) in County Cork; and the reason for the delay in issuing payment.

There is a change of ownership of herd number pending in this case. My Department is awaiting documentation in connection with that change and when that documentation has been received the question of payment of 1992 cattle and equines headage and suckler cow premium schemes grants to the new herdowner will be considered further.

252 Mr. Hogan asked the Minister for Agriculture, Food and Forestry when a farm development grant will be paid to a person (details supplied) in County Kilkenny.

This grant cannot be approved for payment until the applicant furnishes his farm accounts for the years ended 31 December 1991 and 31 December 1992.

253 Mr. Lowry asked the Minister for Agriculture, Food and Forestry when payment of beef cow and suckler cow grants will issue to a person (details supplied) in County Tipperary.

This applicant has been paid his 1992 beef cow and equines headage scheme grants already. His 1992 suckler cow and special beef premium schemes grants are being processed at present and if found in order payments will issue shortly.

P. J. Sheehan

254 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his cattle headage and suckler grants.

This applicant has been paid his 1992 cattle and equines headage scheme grant already. He has been deemed ineligible for grants under the 1992 suckler cow premium scheme because three of the animals listed as suckler cows on his application were found at inspection to be ineligible in-calf heifers.

Under EC Regulations he must be debarred from the suckler cow scheme for the 1993 marketing year.

255 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his cattle headage and suckler cow grants for small milk producers.

This applicant has been paid his 1992 cattle and equines headage scheme grant and his 1992 suckler cow premium scheme grant for small-scale milk producers already.

P. J. Sheehan

256 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his farm improvement grant which was inspected and passed in December, 1992.

This grant will be paid within the next few days.

Michael Noonan

Ceist:

257 Mr. Noonan (Limerick East) asked the Minister for Agriculture, Food and Forestry the reason two land payments, which have been approved by the farm development service in County Limerick, have not been paid to a person (details supplied) in County Limerick; and if he will make a statement on the matter.

Clerical staff have been temporarily withdrawn from a number of Farm Development Service offices, including Limerick, and transferred to livestock schemes to assist with the significant additional work arising from the increased payments to be made under the Common Agricultural Policy reform measures. This is causing some delays on other work but is a temporary measure only and is essential if the new arrangements are to be put in place for this year's schemes.

The payments referred to by the Deputy will be dealt with at the earliest opportunity when the staff are assigned back to their normal duties.

Séamus Hughes

Ceist:

258 Mr. Hughes asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Mayo will receive payment of sheep headage and ewe premium for 1991; and if he will make a statement on the matter.

The investigation into this case has now been completed. As the person named did not reside within daily commuting distance of this holding for most of 1991 he cannot be paid sheep headage under the disadvantaged areas schemes. However, he will be paid 1991 ewe premium shortly as the residential qualification referred to does not apply to that scheme.
