237 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will review the position regarding the transfer of milk quotas; the action, if any, he proposes to allow a more orderly transfer and leasing system; and if he will make a statement on the matter.
I announced on 2 February last that a scheme for temporary leasing of milk quota will be put in place in respect of the coming milk quota year. I have further stated that arrangements under this scheme may be made from 1 April 1993 and that producers may, for the first time, offer the entire amount of their quota for temporary leasing. By bringing forward the effective date for leasing to the first day of the quota year, I have ensured that producers will be in a better position to make plans for the coming year whether this involves availing of the scheme to reduce their milk production or alternatively to acquire additional quota.
