Written Answers. - Appointment of Advisers.

John Browne

Ceist:

60 Mr. Browne (Carlow-Kilkenny) asked the Tánaiste and Minister for Foreign Affairs the grade of each Civil Servant appointed as a special adviser in his Department and the number of appointments made to fill the vacant grades concerned.

Ceist:

66 Mr. J. Higgins asked the Tánaiste and Minister for Foreign Affairs the number of people who are members of Fianna Fáil or the Labour Party appointed by him and the Minister(s) of State at his Department since assuming office; and the position held by each of these people in the relevant political party.

I propose to take Questions Nos. 60 and 66 together.

In reply to previous questions, I stated that I have appointed Mr. Fergus Finlay as both Special Adviser and Partnership Programme Manager in the Department of Foreign Affairs. I have appointed Mr. Gregory Sparks as Programme Partnership Manager in the Office of Tánaiste and I propose to appoint Mr. William Scally as Senior Policy Adviser in that Office and Mr. Finbar O'Malley BL as Legal Adviser/Draughtsman. None of these appointees is a civil servant; two of them have many years of experience in the wider public service.

The appointments I have made since the Government took office have been on the basis of the competence of the individuals concerned in their areas of responsibility. In so far as I am aware, the people concerned are members of the Labour Party.
No appointments have been made by the Minister of State in the Department of Foreign Affairs.
