Ceist:

474 Mr. Gilmore asked the Minister for Education if, in relation to the areas for which her Department has responsibility, she will give details of the number of EC Directives, by number and title, which have been implemented in Ireland by way of statutory instruments since Ireland became a member state; if, in relation to each directive implemented, he will give details of the variation/amendment/differences there are in each statutory instrument compared to the original directive; and the number of directives, by number and title, which have not been implemented by way of statutory instruments.

The position in relation to EC Directives for which my Department has responsibility is the following:

Council Directive 89/48/EEC on the recognition of higher education diplomas awarded on completion of professional education and training of at least three years duration was implemented by Statutory Instrument No. 1 of 1991 on 2 January, 1991. S.I. 1/91 gives full effect to the Directive in the State and complies completely with its provisions. Any variations in the text of the S.I. compared to the Directive are due to drafting considerations and do not relate to issues of principle.

Council Directive 92/51/EEC on a second general system for the recognition of professional education and training to supplement Directive 89/48/EEC is due for implementation before 18 June, 1994. It is my intention to implement Directive 92/51/EEC by a Statutory Instrument which will be analogous to S.I. 1/91 before the due date for transportation of the Directive. Council Directive 77/486/EEC on the education of the children of migrant workers does not require legislative action in the Irish context. The requirements of the Directive are being met at present in the State by the administrative provisions of my Department.
