The net non-capital allocation per head of population in respect of each of the health boards for the years 1990 to 1992 is set out on the attached table. The figures quoted are in respect of direct expenditure by each health board, the relevant amount spent by public voluntary hospitals and mental handicap agencies and the GMS (Payments) Board on behalf of each board. The figures for 1990 and 1991 are based on the 1986 Census of Population and the 1992 figures are based on the 1991 Census.
I would point out that expenditure per head of population is an unweighted average which fails to take account of a number of important demographic and geographic factors.
The cost of health care in each region is also influenced by other factors such as access to higher specialities, density of population and, in particular, the present stage of development of the services.
