Written Answers. - Use of Health Board Moneys.

Ceist:

213 Mr. Durkan asked the Minister for Health if he will refund to a health board (details supplied) the moneys the board received from the sale of assets; if these funds will be made available for the development of a county clinic; and if he will make a statement on the matter.

The net funds available from the sale of the assets to which the Deputy refers are being used by the North-Eastern Health Board to fund a range of approved capital projects. Approval has been given to the board to proceed with the planning of a new out-patients' department including community care facilities at Navan.

214 Mr. Durkan asked the Minister for Health if he will give details of the total expenditure per capita of each of the eight health board regions; the way in which this figure compares for each person in the different regions for each of the years 1990 to 1992; and if he will make a statement on the matter.

The net non-capital allocation per head of population in respect of each of the health boards for the years 1990 to 1992 is set out on the attached table. The figures quoted are in respect of direct expenditure by each health board, the relevant amount spent by public voluntary hospitals and mental handicap agencies and the GMS (Payments) Board on behalf of each board. The figures for 1990 and 1991 are based on the 1986 Census of Population and the 1992 figures are based on the 1991 Census.

I would point out that expenditure per head of population is an unweighted average which fails to take account of a number of important demographic and geographic factors.

The cost of health care in each region is also influenced by other factors such as access to higher specialities, density of population and, in particular, the present stage of development of the services.
