76 Ms O'Donnell asked the Minister for the Environment his views on whether incineration is a safe technique for the disposal of all household waste.

Wexford): Household waste is not at present discabl posed of in Ireland by means of incineration. If municipal waste incineration were to be introduced by a local authority or private waste operator, any proposals would be subject to licensing either under the Air Pollution Act, 1987 or, in due course, under the Environmental Protection Agency Act, 1992. Emission standards specified in Council Directive 89/369/EEC on the prevention of air pollution from new municipal waste incineration plants, which are designed to ensure an effective protection of public health and the environment, would have to be met in the context of such licensing.
