Written Answers. - Use of Walkmans.

127 Mr. Barry asked the Minister for the Environment if he has any proposals to ban the use of walkmans by people when driving motor vehicles; and if he will make a statement on the matter.

There is a general obligation on drivers to drive safely and with due consideration for other road users. Drivers, therefore, need to apply adequate concentration to their driving and to avoid any action which might unduly interfere with such concentration. It is in this context that the new edition of the "Rules of the Road" advises drivers to avoid using car phones while driving. Similar considerations would apply to the use of walkmans and the question of cautioning drivers against their use will be considered when the next edition of the "Rules of the Road" is being published. The National Safety Council will also consider the matter. I have no proposals at present to ban the use of walkmans by drivers.
