Bernard J. Durkan

Ceist:

128 Mr. Durkan asked the Minister for Social Welfare if, in respect of his Department or of his Minister of State, he will give the names of any persons or agents, other than the established Civil Service, appointed by him to any position within the ambit of his Department since 10 February 1993; if he will give their job descriptions, terms of employment and salary scale; and if he will make a statement on the matter.

129 Mr. Durkan asked the Minister for Social Welfare if, in respect of his Department or of his Minister of State, he will give the names of persons or their agents appointed by him to State or semi-State agencies or bodies since 10 February 1993; and if he will make a statement on the matter.

I propose to take Questions Nos. 128 and 129 together.

There has been one appointment to a position other than an established Civil Service position within my Department since 10 February 1993, namely Ms Catherine McCarthy who has been appointed as branch office manager in Dunmanway County Cork.
Branch managers, of whom there are 76 throughout the country, act as agents of my Department in providing services for unemployed people under Social Welfare legislation.
Ms McCarthy has been employed in the Dunmanway office since 1987. On the retirement of the manager — to whom Ms McCarthy has been deputy since March 1993 — the contract was offered to her. The appointment is on the basis of a contract for service for a period of three years. The remuneration consists of a basic salary, on an agreed scale for branch managers, and a range of additional allowances such as a premises allowance and payments related to the volume of business conducted in the office.
Mr. Michael Lane, BL, was appointed to the National Pensions Board on 18 February 1993. He replaced Mr. Brian McCracken, SC who resigned from the board. Mr. McCracken represented the Association of Pension Lawyers in Ireland and this body nominated Mr. Lane for membership of the National Pensions Board.
