280 Mr. J. Bruton asked the Minister for Health if he intends to introduce legislation to provide statutory controls governing health agency expenditure, including indebtedness, as was promised by his predecessor in Dáil Éireann on 24 June 1992.
I propose to finalise legislative proposals over the coming months, as an essential part of a national health strategy. It is likely that these proposals will incorporate measures to clarify and strengthen the accountability of health boards and their managements. The future arrangements for the control of expenditure and indebtedness will be addressed.
