92 Mr. E. O'Keeffe asked the Minister for Health if his attention has been drawn to the fact that Paraquat spray is very easily purchased and is on occasions used by those wishing to end their own lives; and if his attention has further been drawn to the devastating effects of this substance when drunk.

The Poisons Regulations, 1982-1991 provide stringent controls in relation to the sale of Paraquat. Its sale is restricted to pharmacies and outlets licensed by health boards. It may be sold only for use in agriculture, horticulture or forestry and may be sold only to a person who is known by the seller or who is certified in a manner provided for in the regulations as being a person entitled to purchase such preparation. A record must be kept of each sale and such record must show the name and address of the purchaser, the purpose for which the Paraquat is required, the quantity sold and the name and address of the person, if any, by whom the certificate referred to above was given.

Paraquat must also be sold in its original sealed container. The label must contain the name of the seller or supplier and the address of the premises from which the poison is sold or supplied. It must have the word "Poison" legibly written on the label and also the following warning:

"Keep out of reach of children. Do not re-pack from this container. Destroy container when empty".

Sadly I am aware that this substance is on occasions used by those wishing to end their lives and also of the nature of the effects of this substance when drunk. However, I think the Deputy may agree that the restrictions already in force which I have described cannot be faulted.
