Written Answers. - Structural Fund Assistance.

98 Mr. Molloy asked the Minister for Agriculture, Food and Forestry if he will give the name of each organisation that submitted proposals or was consulted by his Department in relation to the preparation of plans to be submitted to the European Community for Structural Fund assistance; and if he will make a statement on the matter.

The preparation of the National Development Plan, which has to be submitted to the European Community for Structural Fund assistance, is a matter for the Minister for Finance. In that context, he invited the organisations represented on the Central Review Committee (CII, FIE (now together in IBEC), CIF, ICTU, IFA, ICMSA and Macra na Feirme) and two other groups, the Chambers of Commerce of Ireland and the Council for the Status of Women and the seven Sub-Regional Review Committees, set up to review implementation of the Structural Funds, to make submissions on the content and strategy of the plan.

My Department received copies of all of these submissions and we held discussions with the appropriate agricultural bodies involved. The Expert Group on the Food Industry, in their recently published report, also made certain recommendations in relation to the use of Structural Funds in the post 1993 period. In addition, submissions were also received from public bodies, other organisations, and individuals interested in the agriculture, food, rural development and forestry areas. There has been a very wide range of formal and informal contacts, and I am not in a position to provide the Deputy with a full list of all of these.

99 Mr. Molloy asked the Minister for Tourism and Trade if he will give the name of each organisation that submitted proposals or was consulted by his Department in relation to the preparation of plans to be submitted to the European Community for Structural Fund assistance; and if he will make a statement on the matter.

Proposals have been received from a wide range of Government Departments, tourism agencies and organisations for the use of EC Structural Funds for the development of the Irish tourism sector. These include submissions from the sub-regional committees established under the current Community Support Framework, Bord Fáilte, Shannon Development, Office of Public Works, CERT and the Irish Tourist Industry Confederation. Recommendations were also made by the Tourism Task Force in relation to structural funding which in the course of its deliberations received submissions from 130 bodies and individuals.

My Department has also consulted with An Bord Tráchtála and has received a submission from the Irish Exporters Association in regard to the use of Structural Funds for the marketing of Irish goods and services.

Account is being taken of the various proposals and submissions received in drawing up our proposals for the tourism and trade sectors for inclusion in the new National Development Plan.

100 Mr. Molloy asked the Minister for Transport, Energy and Communications if he will give the name of each organisation that submitted proposals or was consulted by his Department in relation to the preparation of plans to be submitted to the European Community for Structural Fund assistance; and if he will make a statement on the matter.

All the semi-State bodies within my area of responsibility, except the Radiological Protection Institute of Ireland, were consulted in relation to Ireland's submission to the European Community for Structural Fund assistance and proposals were submitted by all those bodies. My Department also consulted with the regional airport companies in Waterford, County Kerry, Carnmore (Galway), Connaught (Knock), Sligo and Carrickfin (County Donegal) which submitted proposals for EC aid.

Following are the principal other organisations which were consulted and which submitted proposals: county councils, chambers of commerce, the Chartered Institute of Transport, IBEC/CBI Northern Ireland Council, the Western Inter-County Rail Committee, the Irish Farmers' Association and the Irish Countrywomen's Association.

101 Mr. Molloy asked the Minister for Equality and Law Reform if he will give the name of each organisation that submitted proposals or was consulted by his Department in relation to the preparation of plans to be submitted to the European Community for Structural Fund assistance; and if he will make a statement on the matter.

My role in relation to persons with a disability and other marginalised groups in society is essentially a co-ordinating one and, consequently, my Department is not, primarily, a provider of financial assistance.

Submissions have been received on behalf of three organisations in connection with the preparation of plans for Structural Fund assistance. These organisations are the European Centre for Travellers, the Rehabilitation Institute and the National College of Industrial Relations.
I will have discussions with my Cabinet colleagues concerning the use of Structural Funds to benefit those groups for which I have been given special responsibility under the Programme for a Partnership Government.
