Ceist:62 Mr. Shatter asked the Minister for Finance if civil servants in grades such as Staff Officer, Executive Officer or Higher Executive Officer who have applied for transfer to decentralised locations under the Government's decentralisation programme have priority for selection over those who have been placed on promotion panels specifically established under the decentralisation programme to cope with the shortfall of volunteers; and, if not, the cost implications of this.
