103 Mr. Kenneally asked the Minister for the Environment if he will direct Kilkenny County Council to issue a provisional "C" licence (rigid trucks) to a person (details supplied) in County Kilkenny who applied and was refused because the county council have no record of a motor car licence ever being granted to him even though he passed his motor car driving test in Waterford and holds a current driving licence from Kilkenny County Council.

A decision as to the eligibility of any individual for a driving licence, and the issue of such a licence, are matters for the licensing authority, in this case Kilkenny County Council. I understand that in this case the licensing authority has been in correspondence with the applicant and is awaiting a response.
