13 Mr. Sargent asked the Minister for Defence if he will give Government policy in relation to the transport of nuclear warheads in Irish waters and over Irish airspace.
The matter is primarily one for the Tánaiste and Minister for Foreign Affairs whose Department I understand normally grants permission for foreign naval vessels to visit Irish ports provided that such visits do not form part of a naval exercise and that vessels are not carrying nuclear weapons. With regard to military overflights, the Air Navigation (Foreign Military Aircraft) order provides that foreign military aircraft may not overfly the State unless at the express invitation or with the express permission of the Minister for Foreign Affairs.
