79 Mr. J. Higgins asked the Minister for Justice if persons (details supplied), resident in the United States, will be enabled to take up residence and employment in this country.
There are a number of reasons why I am unable to answer the question directly. In the first instance, the details supplied by the Deputy are insufficient to enable me to provide a comprehensive reply and, as far as I am aware, the persons concerned have not been in touch with my Department in the matter. Apart from that, the Deputy is effectively asking me for an interpretation of the law in this area as it would apply to certain individuals and I would regard that as outside the scope of my official functions. In addition, I could not possibly agree to deal with this type of query by way of reply to a parliamentary question, given the indefinite number of situations of a real and hypothetical nature which could be tabled for my opinion.
At the same time, I am conscious that the Deputy is endeavouring to be of assistance to a number of persons who, on the information available, are Irish or have strong Irish associations. I propose, therefore, to write to the Deputy in the matter in the near future.
