Jimmy Deenihan

Ceist:

193 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry if a beef premium has been paid to a person (details supplied) in County Kerry.

The person named has already been paid his grants under the December 1992 special beef premium scheme. He did not apply for grants under the special beef premium scheme in the January-February 1993 or June 1993 applications periods.

194 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a beef premium will be paid to a person (details supplied) in County Kerry.

The person named has already been paid his grants under the June 1992 special beef premium scheme. His applications for grants under the January-February 1993 and June 1993 special beef premium schemes are being processed at present and if found in order 60 per cent advances will be paid shortly.

195 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will be paid his installation aid grant.

This application cannot be fully processed until the applicant supplies Teagasc with some additional information which is required to establish eligibility. If the applicant is then found to be eligible the file will be submitted to the Department. Provided all conditions for payments are met, payments are normally made within six to eight weeks of receipt.

Michael Creed

Ceist:

196 Mr. Creed asked the Minister for Agriculture, Food and Forestry if he has received an application for a sheep quota from a person (details supplied) in County Cork from the national reserve; and if he will make a statement on the matter.

An application for ewe premium reserve quota from the National Reserve has been received from the person named. A decision on whether or not he is eligible for an allocation of quota from the reserve will be made within three to four weeks when all applications received for reserve quota have been processed by my Department.

197 Mr. Rabbitte asked the Minister for Agriculture, Food and Forestry the total value of grants and subsidies paid to the agricultural sector for each year since 1987.

The information requested by the Deputy is shown in the following table. The totals for grants and subsidies shown for each year do not include the costs of market support measures.

198 Mr. Doherty asked the Minister for Agriculture, Food and Forestry if he has satisfied himself that the inspection of a herd (details supplied) in County Roscommon in connection with the 1992 suckler cow and headage payments schemes was, in all respects, carried out in accordance with proper procedures.

199 Mr. Doherty asked the Minister for Agriculture, Food and Forestry the date on which a herd (details supplied) in County Roscommon was inspected in connection with the 1992 suckler cow and headage payments schemes; and if he will give the name of the inspecting officer.

200 Mr. Doherty asked the Minister for Agriculture, Food and Forestry if a compliance inspection was carried out on a herd (details supplied) in County Roscommon in connection with 1992 suckler cow and headage payments; and the circumstances in which such an inspection is usually carried out.

I propose taking Questions Nos. 198, 199 and 200 together as they refer to the same case. I am satisfied that the on-farm inspection of the herd in this case which was carried out on 6 October 1992 was in accordance with proper procedure. I do not propose to name the two inspecting officers who carried out that inspection as it is not normal practice to do so.

A compliance inspection was not carried out on the herd as no information came to light since the inspection of 6 October 1992 which required further investigation in the field. Second inspections on herds usually carried out in cases where replies to queries which arise at the first inspections necessitate further investgation. They are also carried out on a random basis for schemes which require retention of animals for certain periods to ensure that the animals were retained as required.
