Written Answers. - Window Replacement.

110 Mr. J. Mitchell asked the Minister for the Environment the reason no funds have been made available in recent years by his Department for the replacement of window frames in a series of inner city flat complexes in Dublin which are in urgent need of replacement; if he will introduce a grant scheme which would allow residents themselves to replace the windows; if, in addition to the grant, he will permit Dublin Corporation to loan each tenant the difference between the cost and the grant; if he will recognise this as a way of making progress in meeting an urgent need which will reduce the overall cost to public funds and at the same time permit tenants, some of whom are poorly off, to proceed with this urgent matter at a cost they can afford.

Funding is available from my Department for window replacement where such work forms part of a refurbishment project which has been designated for assistance under the remedial works scheme. To date, allocations totalling almost £34 million have been made to Dublin Corporation under this scheme. In other cases, window replacement forms part of the normal maintenance of the housing stock and is a matter for local authorities to be funded from their revenue resources. There are no grants available from my Department for window replacement. It is, however, open to the corporation to provide financial assistance, including unsecured house improvement loans, to tenants who wish to undertake such work.
