Written Answers. - Sheep/Suckler Cow Quota.

151 Mr. Penrose asked the Minister for Agriculture, Food and Forestry the reason for the delay in notifying a person (details supplied) in County Westmeath of his sheep quota and suckler cow quota as this person is waiting for almost a year to be given a definitive allocation in respect of both of these quotas.

The relevant EC Regulations provide for Ewe Premium quotas to be based on the number of ewes on which a producer was paid the premium in 1991 provided that the producer also applied for the premium in 1992. He is not entitled to a quota because he did not apply for the premium in 1991 or 1992.

Some weeks back he submitted an application for reserve quota from the National Reserve which has been establishment for allocation to certain categories of producers. Applications for allocation from the Reserve are being processed at present. The applicant will be informed of the outcome in three to four weeks.

Suckler cow quotas are based on the number of cows on which a producer was paid the premium under the 1992 Suckler Cow Premium Scheme. He is not entitled to a suckler cow quota because he did not apply for the premium in 1992.
I have recently announced the setting up of a National Reserve under the Suckler Cow Premium Scheme. Details of the categories of producers who may apply for quota premium rights from this Reserve will be available soon.
