I propose to answer Questions Nos. 21, 66, 68 and 96 together.

The draft European Works Councils Directive referred to in the Deputies' Questions has not yet been adopted, and has been under discussion by the Council of Ministers for some time. It is a proposal requiring unanimity in the Council but this has not proved possible to achieve.

The European Commission has now commenced, in respect of the proposal, the procedure laid down in the Protocol on Social Policy annexed to the Treaty on European Union. It would be premature to engage in speculation as to the ultimate outcome of this process.
