Written Answers. - Army Pay and Conditions.

22 Mr. Durkan asked the Minister for Defence whether all recommendations of the Gleeson report in respect of Army pay and conditions have now been met; the further plans, if any, he has in this regard; and if he will make a statement on the matter.

Following the publication of the report of the Gleeson Commission the Government accepted and implemented all its recommendations in relation to pay. A number of further recommendations concerning non-pay matters have also been implemented.

The Department of Defence has been working continuously on those recommendations dealing with the non-pay aspects of military conditions of service which are still outstanding. In this regard, discussions are taking place between the Department and the Defence Force representative associations in the context of the Conciliation and Arbitration Scheme for members of the Permanent Defence Force. This scheme was established in agreement with the representative associations in March of this year and its Conciliation Council provides the appropriate forum for the ongoing processing of these issues.

The non-pay recommendations outstanding are complex matters and relate, in the main, to the areas of management, military structures, organisation, rationalisation and deployment; manpower and personnel policy; and superannuation. Implementation of these recommendations is dependent on the consultative process with the representative associations to which I have referred. I expect progress to continue in this regard.
