Written Answers. - Fire Fighting on Ships.

36 Mr. Sargent asked the Minister for the Marine the training that is required for fire fighting on ships; the correct chemicals and equipment required to be carried; if he has satisfied himself that this is in place throughout Irish shipping; and if he will make a statement on the matter.

I am pleased to be able to advise the Deputy that training and equipment for fire fighting on board ships is covered by an extensive regulatory regime which is fully in line with current international standards.

All Certificated Deck and Engineer Officers serving on Irish-registered vessels are required to have completed an approved fire-fighting course in accordance with the syllabus laid down by the International Maritime Organisation.

Ireland has fully implemented into domestic law the provisions of the International Safety of Life at Sea Convention in relation to fire protection on board ships.

All Irish ships are required to comply with the rigorous fire fighting and fire prevention rules as set out under the regulatory framework which gives effect to the relevant international maritime safety standards.

These extensive requirements lay down rigorous standards in relation to fire extinguishing appliances and their chemical make-up, fire-alarm and detection systems, ventilation systems, fire doors and fire resistant materials. They also lay down criteria in relation to fire patrols, protective clothing, crew training in the use of fire fighting equipment as well as fire drills.

All Irish registered ships and foreign registered vessels providing a regular service to Irish ports are inspected regularly and at least once a year by the Department to ensure compliance with all safety standards including fire prevention. I am satisfied that all Irish registered ships are fully in compliance with certification, equipment and training requirements in respect of fire fighting on ships.

Fire safety standards on board Irish registered cargo vessels and on passenger ferries are kept under regular review by the Department, as part of the ongoing review of safety standards generally and with reference to developments at international level.
