Michael Finucane

Ceist:

169 Mr. Finucane asked the Minister for Agriculture, Food and Forestry if the RSI requirement for headage and premia payment will be introduced on 1 January 1994; if there will be any exceptions to its introduction; and if he will make a statement on the matter.

Following discussions with farm organisations, it was agreed in March 1992 that the requirement of RSI (Revenue and Social Insurance) numbers for disadvantaged areas headage payments would be deferred until the beginning of January 1994.

From January 1994 onwards, farmers applying for disadvantaged areas headage payments which in total amount to £500 or more will be subject to tax clearance. This means that farmers applying for headage payments of between £500 and £5,000 must state on the application form: (i) the RSI number issued to them for tax purposes, (ii) the tax office dealing with their tax affairs and (iii) that, to the best of their knowledge, their tax affairs are in order.

Farmers who are in receipt of a means tested social welfare payment and who accordingly have no tax liability will simply have to quote the RSI number associated with their means tested social welfare payment.

In the rare event of applications for headage payments totalling £5,000 or more in any one calendar year, farmers will be required to supply a tax clearance certificate from the Collector General with their headage applications.

170 Mr. Noonan (Limerick East) asked the Minister for Agriculture, Food and Forestry the reason a suckler grant is not being paid to a person (details supplied) in County Limerick; and if he will make a statement on the matter.

The person named is not eligible for grants under the 1993 suckler cow premium scheme as he has not established a suckler cow premium quota. Even if he had established a suckler cow premium quota he would still not be eligible for grants under his June 1993 application as the animals on which he applied for premium were not at least half bred beef animals as required under the terms and conditions of this scheme.

The person named was paid his sheep headage grant on 29 November last.

The application from the person named under the 1993 sheep headage scheme has been checked and found in order and he will be paid his grant shortly.

174 Mrs. Moynihan-Cronin asked the Minister for Agriculture, Food and Forestry when he will pay suckler premium to a person (details supplied) in County Kerry.

The application of the person named for grants under the 1993 suckler cow premium scheme is being processed at present and if found in order a 60 per cent advance will be paid shortly.
