Vol. 438 No. 5

Written Answers. - EU Structural/Cohesion Fund Receipts.

Phil Hogan

Ceist:

113 Mr. Hogan asked the Minister for Finance the receipts that he anticipates receiving in respect of each Government Department from EU funds in 1994; and if he will make a statement on the matter.

As indicated in my Financial Statement to this House on 26 January, 1994, total EU Structural and Cohesion Fund receipts in 1994 are estimated at £942 million. In addition, receipts under FEOGA Guarantee Section and other miscellaneous EU receipts are estimated to amount to a combined £1,313 million in 1994.

Of the total estimated EU Structural and Cohesion Fund receipts, Table 7 of the Principal Features of the 1994 Budget gives details of the receipts estimated to accrue in 1994 under the European Regional Development Fund and the Cohesion Fund. These payments will be receivable directly by either the Exchequer or the relevant non-Exchequer body in respect of capital expenditure provided for in the Public Capital Programme. Details of EU receipts by Departments under FEOGA guidance and guarantee Sections and European Social Fund will be contained under their appropriations-in-aid in the revised Estimates for Public Services to be published later this Spring.

As indicated in my Financial Statement, the new Community Support Framework is currently being negotiated with the European Commission. Until the framework is agreed with the Commission, a definitive figure for EU aid receipts will not be available. Depending on the timing of that agreement, the revised 1994 Public Capital Programme and Estimates for Public Services will, insofar as possible, take account of the agreed Community Support Framework.
