Donal Carey

Ceist:

170 Mr. Carey asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Clare will be paid his headage and suckler cow grants; and when these files were passed from the Ennis Office of his Department.

The application of the person named for grants under the 1993 cattle headage scheme is being processed and if found in order payment will be made in the near future. A 60 per cent advance payment under the suckler cow premium scheme as provided in EU regulations will be paid shortly.

171 Mr. Carey asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Clare will be paid his headage and suckler grants; and when these files were passed from the Ennis Office of his Department.

The person named was paid advances of his 1993 cattle headage grant on 2 December 1993 and his 1993 suckler cow premium on 1 December 1993. His applications are being processed further at present and if found in order the balance of the headage grant will be paid in the near future.

Payment of the balance of the suckler cow premium cannot be made to a particular applicant until all applications received from him-her in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. The processing of November 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March.

Arrangements have now been made to pay a 60 per cent advance of 1993 suckler cow premium, as provided in EU regulations, to the person named.

173 Mr. E. O'Keeffe asked the Minister for Agriculture, Food and Forestry if grant aid will be made available to a person (details supplied) in County Cork.

Negotiations with the European Commission on the national plan are under way with a view to agreeing the Community support framework. Detailed discussions on a new operational programme for agriculture with its sub programme for forestry are proceeding in parallel with these negotiations. It is proposed that this programme will again include a grant scheme for mechanised forestry harvesting equipment.

The grant application to which the Deputy refers was made in December 1993. It was not possible to consider it in advance of expiry of the Forestry operational programme at end December last. The applicant will however be considered for grant assistance under the relevant element of the new forestry operational, sub-programme, once approved, and in this regard my Department will shortly be in touch with the applicant.

Michael Finucane

181 Mr. Finucane asked the Minister for Agriculture, Food and Forestry the reason for the delay in paying beef premium to a person (details supplied) in County Limerick; and when the beef premium will be paid.

This Department is unable to trace an application from the person named for special beef premium in the January-February or June 1993 application periods. An application was received in November 1993 for both the ten month and 22 month special beef premium. These applications are being processed and if found in order 60 per cent advances are provided in EU regulations will be paid in due course.
