175 Éamon Ó Cuív asked the Minister for Agriculture, Food and Forestry when ewe premium will be paid to a person (details supplied) in County Galway who recently got a quota from the national reserve.

The person named was allocated a quota from the national reserve in December 1993 and payment of the full 1993 ewe premium will be made to him after the rate for the final instalment has been fixed by the EU next March-April.

176 Mr. Finucane asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of beef premium to a person (details supplied) in contact with his Department repeatedly and is experiencing financial hardship because of the delay.

The person named applied for the special beef premium in respect of 16 animals in January-February 1993. Following a computer validation check it was found that there was one invalid tag and that incorrect letters had been entered for three other tags. These errors have now been corrected and an advance payment of 60 per cent in accordance with EU regulations was made on 15 February 1994.

An application received in June 1993 for special beef premium on eight animals is being processed at present and any advance payment due will issue in the near future. Payment of the balances of special beef premium cannot be made until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

177 Mr. Finucane asked the Minister for Agriculture, Food and Forestry the reason 1993 cow suckler premium for 13 animals has not been paid to a person (details supplied) in County Limerick; and when payment will be made.

The person named applied for grants on 13 animals under the 1993 suckler cow premium scheme for small-scale milk producers. He had no quota but was recently allocated a quota of four. He will receive payment in respect of those four animals as soon as possible.

178 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his cattle headage grant.

The person named has already been paid a 60 per cent advance under the 1993 cattle and equines headage scheme. His application is being processed further at present and any balance due will be paid shortly.

His application for grants under the 1993 suckler cow premium scheme is being processed at present and any advance payment due as provided in EU regulations will be paid shortly.

179 Mr. Sheehan asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Cork will receive payment of his suckler cow grant for 1992 and 1993.

The person named was paid grants amounting to £524.30 under the 1990 suckler cow premium scheme to which he was not entitled as a milk producer. This amount is now being recouped from grants due to him under the 1992 suckler cow premium scheme and the balance will issue to him shortly.

He has been requested to furnish particulars of his milk quota in connection with his application for grants under the 1993 suckler cow premium scheme and when he does so his application will then be reconsidered.

He has already been paid his grants under the December 1992 special beef premium scheme. He did not apply for grants under the special beef premium scheme in the January-February and June 1993 application periods.

As the cattle identity cards in respect of the animals on which the person named applied for premium under the June 1993 special beef premium scheme were not received in the special beef premium unit of my Department in Portlaoise he is being asked to submit those cards so that his claim can be processed further.

191 Mr. McGinley asked the Minister for Agriculture, Food and Forestry when a cattle headage payment will be made to a person (details supplied) in County Donegal.

192 Mr. O'Leary asked the Minister for Agriculture, Food and Forestry when suckler cow grants, headage grants and balance of sheep grants will be paid to a person (details supplied) in County Kerry.

Under the sheep headage scheme payment is made on mountain breeding ewes substantially maintained on mountain grazings in the disadvantaged areas. The person named had 24 breeding ewes and eight hoggets. However, as he had no mountain grazings he is only entitled to grants on eight hoggets.

A 60 per cent advance payment under the 1993 suckler cow scheme as provided in EU regulations will be paid shortly. His application for disadvantaged areas headage grants is being processed at present and any payment due will be paid shortly.

193 Mr. O'Leary asked the Minister for Agriculture, Food and Forestry when suckler cow, headage and beef premium grants will be paid to a person (details supplied) in County Kerry.

Advance payments have already been made to the person named under the 1993 cattle headage, suckler cow and January-February special beef premium schemes. The balance due under the cattle headage scheme will be paid in the near future.

An advance payment under the 1993 suckler cow premium will also be made in the near future.

197 Mr. Deasy asked the Minister for Agriculture, Food and Forestry when the balance of payment in respect of sheep headage will be paid to a person (details supplied) in County Waterford.

The balance of the 1993 sheep headage grant was paid to the person named on 13 January 1994.

198 Mr. Deasy asked the Minister for Agriculture, Food and Forestry the reason for the delay in the issue of headage payments for a person (details supplied) in County Waterford; and when payment will issue.

The person named was paid an advance of the first and second instalments of the 1993 ewe premium on 27 July 1993 and he will be paid the balance after the final instalment is fixed by the EU in March-April.

He was paid advances of his 1993 suckler cow premium on 4 December 1993, his January-February 1993 special beef premium on 25 January 1994 and his June 1993 special beef premium on 20 December 1993. Payment of the balances of these premia cannot be made to a particular applicant until all applications received from him in 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.
The processing of November 1993 applications means that in most cases payment of the final 40 per cent of premium will not start before late March.
The person named is not an applicant for grants under the 1993 cattle headage or sheep headage schemes.
