Order of Business.

It is proposed to take items Nos. 1, 11, 3 and 2. It is also proposed, nothwithstanding anything in Standing Orders, that Nos. 1 and 11 shall be decided without debate and that any division demanded on No. 11 shall be taken forthwith. Private Members' Business shall be No. 9.

Are the proposals agreed? Agreed.

I might not have the opportunity to take the Order of Business very often and perhaps I should ask a question.

When is it expected that the Ethics in Government Bill will come before the House? I was going to say "Ethics in Opposition Bill".

This session, I hope it is a sign of things to come.

Does the Government intend to move the writs for the two by-elections in this term?

If not in this term certainly next term.

With a view to holding the elections on 9 June?

When does the Taoiseach intend to permit a debate on the new Programme for Competitiveness and Work? Will it be next week?

That is a matter for discussion between the Whips and we will abide by whatever agreement they reach.

Is it true that the waste Bill will be published within the next two weeks, and, if not, has a date been set?

It is not the Ethics Bill but the waste Bill.

It is well advanced but it will take more than two weeks.

When is it proposed to bring in the Bill to put the electoral commission on a statutory basis?
