I propose to take Questions Nos. 34, 41, 51, 55, 61 and 67 together.

The terms and conditions of each and every site acquisition recommended to my Department by the Custom House Docks Development Authority (CHDDA), as development agents for the project, were confirmed by the Valuation Office to be fair and reasonable before my Department sanctioned their purchase.
The scale and nature of the project as proposed necessitated detailed and complex preplanning by CHDDA in consultation with my Department and the level of fees paid is considered fair and reasonable and consistent with the extent of the preplanning work undertaken.
The payments in respect of CHDDA fees on site acquisition, site management and site security also reflect the lengthy and complex negotiations involved in the acquisition of title to all the individual properties on the site.
Judicial review proceedings have been instituted against the CHDDA by the owners of part of the site. It is anticipated that these proceedings will be heard by the High Court before the summer.
So as not to prejudice these proceedings I feel precluded from entering into any further discussion or making further comment on the matter at this time.
