Before proceeding further this morning, I am sure Members will wish to join with me in extending a most sincere and warm welcome to Mr. Miguel Martinez, the President of the Parliamentary Assembly of the Council of Europe, who is with us this morning and expressing the hope that his visit to Ireland will be a happy and successful one.
