Jim Higgins

180 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry the reason for the delay in the payment of the balance of headage to a person (details supplied) in County Mayo.

The person named was paid advances on his 1993 cattle headage grant on 27 November 1993 and his 1993 suckler cow premium on 29 November 1993. His cattle headage application is being processed at present and any balance due will be paid in the near future.

The balance due under the suckler cow premium scheme cannot be paid until all applications received from him in the course of 1993, including his area aid application have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

181 Mr. J. Higgins asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Galway will receive his headage payment.

The person named was paid a 60 per cent advance under the 1993 cattle headage scheme on 2 December 1993. His application is being processed further at present and any balance due will be paid shortly. He was not an applicant under the 1993 sheep headage scheme.

182 Mr. Flanagan asked the Minister for Agriculture, Food and Forestry the reason for the delay in payment of a headage grant to a person (details supplied) in County Offaly.

The person named is not an applicant for 1993 cattle headage, equine headage, or sheep headage schemes. He is however an applicant under the 1993 suckler cow premium scheme. He cannot be paid any 1993 suckler cow premium as he does not have a suckler cow quota at present. If he succeeds in obtaining a quota from the national reserve, his 1993 suckler cow application will then be considered.

183 Mr. J. O'Keeffe asked the Minister for Agriculture, Food and Forestry if he will have arrangements made to have the outstanding balance of headage payments due to a person (details supplied) in County Cork made in view of his financial circumstances because his herd is locked up with TB.

The person named was paid an advance of his 1993 cattle headage scheme on 30 November 1993. The balance due cannot be paid until the discrepancy between the acreage declared by him on his area aid application form and the acreage found at inspection is resolved. This matter is being pursued at present by my Department.

Frank Crowley

184 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when an equine headage grant will be paid to a person (details supplied) in County Cork.

An application under the foal registration incentive scheme was received in my Department from the person named and was recently processed. A payment of £150 which is due to the person under the scheme, will issue shortly.

No application was received from the person concerned under any of the other horse breeding incentive schemes operated by my Department.

185 Mr. Creed asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Cork who was approved for a forestry grant in June 1992, can now avail of the revised rate of grant aid.

The applicant concerned received planting approval in June 1992 and also received a revised approval in December 1992. In this case, as grant aid was paid after 1 January 1993, he will be considered for any revised rate of grant approved under the afforestation proposals submitted to the EU Commission as part of the back-up measures to CAP reform under Council Regulation EEC No. 2080/92. The Commission's approval of the new scheme is awaited.

186 Mr. Creed asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Cork has not been paid his 1993 cattle headage grant.

The application from the person named under the 1993 cattle headage scheme is being processed at present and any payment due will be made shortly.

187 Mr. Creed asked the Minister for Agriculture, Food and Forestry the reason for the delay in paying a person (details supplied) in County Cork her 1993 beef premium and cattle headage grants.

The application of the person named for grants under the 1993 cattle and equines headage scheme is being processed at present and payment will be made shortly.

She has been deemed ineligible for grants under the January/February 1993 special beef premium scheme as she failed to submit the cattle indentity cards of the animals on which she applied for premium for stamping and punching prior to sale as required under the terms and conditions of the scheme.

She applied for premium on four animals under the June 1993 22 month special beef premium scheme but cannot be paid premium on these animals as they were not 21 months of age at date of application.

188 Mr. Creed asked the Minister for Agriculture, Food and Forestry the reason a person (details supplied) in County Cork is not being paid the ten-month beef premium for a number of animals whose identity cards and ears were not punched and for whom he legitimately applied for the premium.

The person named applied for premium on 11 animals under the June 1993 ten-month special beef premium scheme. As premium had already been paid on eight of these animals he is only eligible for premium on three animals. A 60 per cent advance as provided in EU regulations will be paid on these three animals shortly.

189 Mr. Creed asked the Minister for Agriculture, Food and Forestry if he will arrange for a further investigation into an application for 1993 headage by a person (details supplied) in County Cork as he inadvertently did not apply for a number of animals for which he would be entitled to a headage grant.

The person named was paid the balance of his 1993 cattle headage grant on 3 March 1994.

He was paid a 60 per cent of his 1993 suckler cow premium on 17 December 1993, but the balance due cannot be paid until all applications received from him in the course of 1993, including his area aid application have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density.

The person named has not been in contact with his local office with regard to payment of grants on animals not claimed on his cattle headage application for 1993. If he writes to the local office with details of the animals on which he did not claim headage I will arrange to have the matter examined.

191 Mr. Creed asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Roscommon will be paid his cattle headage and cow suckler grants; and if he will make a statement on the matter.

The person named is not the registered owner of the herd number quoted. However, the registered herdowner's 1993 cattle headage application is being processed at present and any payment due will be made in the near future. She cannot be paid any 1993 suckler cow premium as she has no quota at present. If she succeeds in obtaining a quota from the national reserve, her 1993 suckler cow application will then be considered.
