Theresa Ahearn

Ceist:

143 Mrs. T. Ahearn asked the Minister for Agriculture, Food and Forestry when a beef premium will be paid to a person (details supplied) in County Tipperary; and if he will make a statement on the matter.

The person named applied for special beef premium on 57 animals in January-February. He was paid a reduced advance of £1,740.01 for 56 animals on foot of this application on 24 March 1994. As one of the animals listed on the application was a female it was not eligible for special beef premium and caused the reduced payment. Payment of the balance due cannot be made until all applications received from him in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. Payment of balances will start shortly.

Enda Kenny

144 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when 1993 suckler grant will be paid to a person (details supplied) in County Mayo.

The person named applied for premium on three cows under the 1993 suckler cow scheme. As he was not an applicant for the 1992 suckler cow scheme he has not established automatic quota rights. If he applies to my Department for quota rights from the national reserve and is successful his application will be processed for payment. The closing date for receipt of completed applications for suckler cow quota is 18 April 1993.

Enda Kenny

145 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when the second instalment of cattle headage will be paid to a person (details supplied) in County Mayo.

The application of the person named for grants under the 1993 cattle headage scheme is being processed and payment will issue within the next two weeks.

Donal Carey

147 Mr. Carey asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Clare will be paid his 1993 headage and beef premium; and when these files were passed from the Ennis office of his Department.

The application of the person named for grants under the 1993 cattle and equines headage scheme is being processed and payment will be made shortly. The relevant file was passed from the Ennis office on 4 February 1994. He is ineligible for grants under the 1993 suckler cow premium scheme as he has no quota. He may now apply for a quota from the national reserve if he has not already done so. The person named has been deemed ineligible for grants under the June 1993 special beef premium scheme as the animals on which he applied for premium were not the required age at date of application. He did not apply for grants under the special beef premium scheme in the January-February 1993 application period.

Donal Carey

148 Mr. Carey asked the Minister for Agriculture, Food and Forestry when a person (details supplied) in County Clare will be paid headage; and when the file was passed from the Ennis office of his Department.

The person named has already been paid a 60 per cent advance under the 1993 cattle and equines headage scheme. His application is being processed further and the balance will be paid shortly. The relevant file was passed from the Ennis Office on 28 January 1994. His applications for grants under the 1993 suckler cow and special beef premium schemes were rejected due to an error in his 1993 area aid application. When this problem is resolved payments will then be made. The relevant files were passed from the Ennis Office on 25 March 1994 and 28 November 1993 respectively.

Jimmy Deenihan

149 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when a beef premium will be paid to a person (details supplied) in County Kerry.

The application of the person named for grants under the December 1992 special beef premium scheme is being processed and the payment due will be made within a week.

150 Mr. Deenihan asked the Minister for Agriculture, Food and Forestry when the balance of a headage grant and suckler cow grant will be paid to a person (details supplied) in County Kerry.

The person named has already been paid the grants due to him under 1993 cattle headage scheme. He was paid an advance on 30 November 1993 and the balance on 21 March 1994.

He was paid a 60 per cent advance under the 1993 suckler cow scheme on 7 February 1994. Payment of the balance of the suckler cow premium cannot be made to a particular applicant until all applications received from him-her in the course of 1993 have been processed. This is necessary to ensure compliance with EU regulations covering in particular the ceiling on eligible animals and stocking density. Payment of balances will start shortly.
