Ceist:62 Mr. Callely asked the Minister for Finance if he will give a breakdown of the debts of all semi-State companies and State owned financial institutions; and the way in which he intends to address this matter.

The information requested by the Deputy is set out in the following schedule which shows for the commercial semi-State companies the overall level of debt and of debt guaranteed by the Minister for Finance.
The responsibilities of the Minister for Finance in relation to the borrowings of semi-State companies and financial institutions are set out in the legislation dealing with the relevant bodies. The standard provision is that the consent of the relevant Minister and of the Minister for Finance is required for all borrowings of such bodies. In addition, legislation usually permits the Minister for Finance, on the recommendation of the relevant Minister, to guarantee tranches of borrowings.
A table of borrowings guaranteed by the Minister for Finance is published annually in the Finance Accounts which is laid before the House. Details of borrowing by individual semi-State companies are incorporated in their annual report and accounts which are also laid before the House.
The question of the level of borrowing of individual State bodies is primarily a matter for the boards of the bodies concerned having regard to their financial position and for the relevant Minister within the context of the statutory controls applicable to such borrowings.
The relevant Minister of course will obtain from the bodies concerned all the information he requires in regard to its operations, results, and financial position when it is considering requests for approval to borrow.
