Written Answers. - EU Directive Recognition.

134 Mr. Gilmore asked the Minister for Education the way in which her Department is implementing the January 1991, EC Directive on Recognition of Diplomas in respect of teachers qualifications; if teachers from Northern Ireland, Britain and other EU States are recognised as teachers in our primary or post-primary schools; and where decisions as to recognition are made. [1681/94]

The EU Directive 89/48/EEC on a general system for the recognition of higher education diplomas awarded on completion of professional education and training of at least three years' duration was transposed into Irish law in January 1991 under Statutory Instrument 1 of 1991.

The Directive does not refer specifically to the recognition of teachers qualifications or any other professional qualifications. Consequently the Statutory Instrument lists the professions the admission to which is regulated here. Teachers are included in the list of regulated professions.

The Statutory Instrument also specifies that qualified teachers from any EU member state who wish to apply for recognition for the purposes of teaching in primary, community, comprehensive or vocational schools should apply directly to the Department of Education. Those wishing to apply for recognition as a teacher or lecturer in a Regional or Technological college should also apply to the Department of Education.

Those wishing to apply for recognition as registered secondary school teachers should apply to the Secondary Teachers Registration Council c/o the Department of Education.
