114 Mr. Barrett asked the Minister for the Environment if he will give details of the new regime for the environmental improvement and control of landfills recently agreed by the EU Environment Ministers; and if he will make a statement on the matter. [213/94]

The Environmental Council adopted a common position on 8-9 June 1994 on a proposal for a Council Directive on the landfill of waste. The main objective of the proposal is to establish up to date environmental requirements and standards for landfill on a harmonised EU basis. The directive provides, inter alia, for: classification of landfills and wastes which they may receive; waste acceptance criteria and procedures; prohibition of certain wastes in landfills; operational, closure and after care procedures; financial measures relating to landfills; upgrading or closure of existing landfills within a predetermined period.

The proposed directive allows a maximum transitional period of ten years within which existing landfill sites will have to adjust to the full terms of the directive or cease operations.
